On the Full-Fledged Mission Statement of the University Scientific and Technical Library

EN: The mission statements of an organization drawn up just according to the definition of the ISO 9000 dictionary of quality management systems cannot be recognized as an effective management tool since the ISO requirements for this document are excessively general, vague. Following the mission statement ISO definition, it is very possible to draw up even a formally correct document which would not specify the specifics of the organization at all and would not stimulate its staff, either. To create full-fledged mission statements, it is necessary to use both the accumulated world experience and the results of theoretical studies of the functions of mission statements. Having used the both sources, we proposed a definition of the mission statement of a university library that includes 13 mission statement functions (for two of them–revealing the philosophy of strategic decision-making and stimulating creative team work of staff–specific ways of their implementation were outlined) with the subsequent drawing up the new mission statement of the Scientific Library of the Belarusian National Technical University.
