    Improving the Development of Sports in the Conditions of Ukraine: a Sociological Study

    ENG: The purpose of the article was to record and track, based on a set of indicators, the opinion of experts regarding the practice of using the "sports region" effect to improve the development of the field of sports in the conditions of a separate region and Ukraine. Methods. The main method of collecting empirical material is an expert survey using a questionnaire. The methods of extrapolation, exploratory and normative forecasting were used to analyze the obtained statistical material. The results. Taking into account the existence of "sports regions" should be an important part of the strategy for the development of Olympic and nonOlympic sports in Ukraine, as this is confirmed by the support of experts. To achieve this, sports organizations and authorities should develop plans aimed at supporting the development of sports in individual regions. Scientific novelty. The study revealed the peculiarities of the development of the sphere of sports in the conditions of Ukraine. The practical significance. In view of supporting the development of sports that already have long-term and steady success, it is important to provide financial support, infrastructural base and promote the popularization of these sports in the areas where they are most developed. To achieve faster results in sportsmanship, the allocation of resources and support to athletes and teams from regions that already have a high level of achievement should be promoted. Institutions of higher education in the regions of Ukraine should include in the planning of scientific research the analysis of "sports regions" to improve the scientific base and development of sports.

    Physical Preparation of Cheerleaders with 7-8 Years of Primary Stage Training

    ENG: Physical training is a central aspect of cheerleading preparation. However, owing to the absence of specific regulatory documents in Ukraine, particularly the cheerleading curriculum at the State University of Youth and Sports, the selection of control tests for assessing the physical fitness of cheerleaders was based on related sports, such as gymnastics and acrobatics. Additionally, the tests took into account the roles performed by cheerleaders on the gymnastics floor (cheerleader–flyers and cheerleader–bases). Object: The study focused on the physical preparation of cheerleading athletes. Participants and Research Methods: The research used an analysis of scientific and methodical literature, program–normative documents, control testing, generalization, systematization, and mathematical statistical methods. Participated in 100 cheerleaders athletes (girls) aged 7-8 years of Sports Club «Angels» (Kуіv, Ukraine), Higher School of Cheerleading (Odesa, Ukraine), and All-Ukrainian Sports Club «Triumph» (Dnipro, Ukraine), who take part in competitions in the nomination «Cheer All Female». They compete in the «Cheer All Female» nomination. During the research, group A (n=49) comprised cheerleader-flyers, and group B (n=51) consisted of cheerleader-base. Participants of all groups took part in control testing to determine the level of physical preparation. The analysis of the research results was carried out at the general group and intra-group levels. Results: Summarizing the obtained data on the level of physical preparedness of cheerleaders at the initial preparation stage, we conclude that: 10% of cheerleaders have a «low» level, 22% have a «below average» level, 31% have an «average» level, 31% have an «above average» level, and 6% have a «high» level of physical preparedness. Correlation analysis between indicators of physical fitness revealed 24 correlations (12 connections for flyer cheerleaders and 12 base cheerleaders). Reliable correlations were determined in 13 cases at p≤0.05-0.001. Correlation analysis of indicators of physical fitness demonstrates a chaotic nature. Conclusions. The determined indicators of physical preparation indicate an insufficient level of development of physical abilities. The obtained results provide an opportunity for the coach to improve the level of development of the physical qualities of athletes-cheerleaders during training.

    The Problem of Sports Development in Ukraine for the «European Model»

    ENG: Purpose: the article deals with the disclosure of the problem of state management of sports development in terms of its legislative support, which should facilitate the development of sports in the "European model", namely the involvement of local authorities, to eliminate it further in the formation of a modern system of training athletes in Ukraine. Material: a set of theoretical research methods were used: generalization of literature, materials from the Internet, content of previous own scientific developments, as well as abstraction, idealization, analysis and synthesis, induction and deduction. Results: The article presents the results of the study of the quality and features of the legislative acts that regulate the development of sports in Ukraine. It is proved that the problem in domestic sport is that the adopted legislative and regulatory acts in Ukraine are not those that effectively contribute to the development of the sphere according to the "European model". After all, part of their content is marked by declarative nature, the absence of clearly established standards and effective forms of control, the weak use of decentralization processes. It is the decentralization of power by its potential that creates powerful organizational and financial prerequisites for reforming the physical education and sports sector in the "European model". And this, in the case of a higher level of public administration, can ensure a new, modern quality of the sport. This model, while providing competent governance, combines the resources and capabilities of the state, including the funds of the specialized government, ministries and agencies involved in physical education and sports, as well as local authorities and non-governmental organizations (national sports federations, federations, existing in provinces and cities, sports clubs) and more. Conclusions: The current state and level of public administration of sport is critical and hinders positive change in this social sphere. The negative will obviously affect the activities of the newly created Ministry Youth and Sports of Ukraine. This Ministry, paying attention to Sport for All, will need to start almost from scratch in the sport of excellence, that is, to create the legal, organizational and financial preconditions for the qualitative improvement of the state of the entire field of sport.
