    The Concept of Forming a System of Change Management in the Domain of Railroad Passenger Transportation in Ukraine under the Conditions of War

    ENG: The object of research is railroad passenger transportation. The subject of research is a change management system. The problem to be solved is to improve the efficiency of railroad transport enterprises in the field of passenger transportation by introducing a change management system. In the study, the concept of the formation of a change management system in the field of passenger transportation of railroad transport in Ukraine under wartime conditions was devised. Since the conditions of war refer to a variety of emergencies, the concept of "emergency situation", its types, characteristics, and signs that describe its existence are considered. The conditions of emergencies are defined. The properties of total and hybrid war affect the fundamental features of the state management of railroad passenger transport in Ukraine, the work of state departments and railroad passenger transport management enterprises. Taking into account the peculiarities of each type of war and the principles of the state, a system of interconnection of the features and principles of the state management of railroad passenger transportation with possible aggressive changes under wartime conditions was built. Such a system is the core of the devised concept of formation and modeling a change management system in the field of railroad passenger transportation in Ukraine under war conditions. Within the framework of the concept, a strategy is formed – a set of actions during an emergency of a military nature. Based on this concept, in the future, it is possible to construct stages of research, the existence of which could make it possible to build a model of the concept, namely the processes of forming a system of changes.

    Financial Self-Recovery of the Bank under Marital Law

    ENG: The purpose of this study is to improve the development of directions for selfhealing of a bank under martial law. To achieve this goal, the author analyzes the main areas of recovery of a bank's activities in crisis conditions, namely: increasing the level of equity capital; additional financing; sale of assets; restructuring of liabilities. It is established that during the period of martial law, it is necessary to implement the Plan for Restoring Financial Stability in a Crisis, which was developed by the bank in advance. The purpose of this Plan is to develop measures in advance to support the bank's continuing operations in the event of a significant deterioration in its financial condition due to changes in internal and external environment factors. This plan should define in advance a set of options and tools for actions in various stressful situations, including martial law. In combination with other anti-crisis banking instruments, the areas of self-healing should be diverse and varied. It is noted that the assessment of the effectiveness of the bank's recovery areas should be carried out through the procedure of stress testing of the main banking risks: credit, liquidity and market. The authors identify the main criteria for successful self-healing of a bank under martial law: compliance by the bank with economic standards and internal restrictions; stopping the outflow of customer funds; creating a sufficient stock of liquid resources; achieving an optimal balance between assets and liabilities by maturity; no bank debt in fulfilling customer payment documents; full repayment of debt or reaching an agreement on debt restructuring to stakeholders; an increase in the share of standard loans; a steady trend toward improved financial results; the closure of unprofitable business lines. It is concluded that in 2022, the banking sector operated smoothly, maintained liquidity, and provided loans, although with due regard to the peculiarities of wartime. This was made possible by identifying areas of self-healing for banks, as well as sector reforms carried out in previous years by the national regulator.

    Financial Strategy of Management for Marketing and Communication Design in Smart Economy Conditions

    ENG: The purpose of the study is to assess the effectiveness of a financial strategy for marketing and communication design management in a smart economy. It is noted that the solution to the problem of assessing the financial strategy of marketing and communication design management in a smart economy is important in shaping a new type of national economy based on technology, new knowledge and innovation. It is noted that the chosen topic of our study has hardly been analysed in the works of domestic and foreign scientists. In view of the above, we propose a methodology for assessing the financial strategy of marketing and communication design management in a smart economy. On the basis of multifactor linear regression, the study of the influence of smart economy factors on the level of profitability of enterprises as a resultant indicator of financial strategic management for the past ten years has been conducted. Using the tools of different types of mathematical-statistical modelling, the forecasting of the level of financial management efficiency for 2024-2026 has been calculated.

    Operational Risks: Assessment and Ways of Mitigation

    EN: Goal: This research has pursued the goal to develop the methodology for quantification of operational risk profiles and find effective ways of their mitigation. Methodology: To address this kind of challenges the research has used scientific research and special methods of economic research, in particular: a system-wide approach and rational decision-making methods. Outcomes: The research has analysed the bank operational risks and created risk profiles for the following areas: technological risk, service provider risk, corporate risk, innovative risk, strategic risk and reputational risk. The research highlights the key elements of the operational risk management and the features of applying them in modern business conditions (at the time of recession). The document proposes the areas for im-provement in terms of research and methodological approach to operational risk management subject to specific factors of internal bank operating environment. Scientific novelty. Defined the main directions of evaluation and reduction of operational risks in banking institutions. Practical relevance: The use of the methodology proposed in this paper will help risk managers identify and mitigate operational risks of banks both under normal conditions and at times of financial uncertainty.

    Rategic Innovative Management and Sustainable Development of Industrial Enterprises

    ENG: Introduction. Amidst the dynamic changes in the competitive environment, strategic management of innovative development is a decisive factor in ensuring the stability and sustainable development of industrial enterprises. Despite the importance of innovative development, many enterprises face problems implementing an effective innovation strategy and lacking an innovative culture due to successfully managing projects with a high share of research and development (R&D). Aim and tasks. This study aims to analyse the factors that influence the effectiveness of strategic management in the innovative development of industrial enterprises and to form a case for modelling business processes by assessing the cost component of R&D and its components. Results. The results of the study show that sustainable development of an industrial enterprise is possible under conditions of high-quality strategic management (“Technology Roadmapping” of industrial innovations and the “Open Innovation” model). The effectiveness of strategic management in the development of an industrial enterprise depends on factors such as the development of an innovation culture, investments in innovation processes, the ability of the enterprise to adapt, and the availability of information necessary for making strategic decisions. According to the results obtained in Ukraine, there is an increase in the volume of spending on scientific experiments and developments by 2.1% in 2022 compared to 2018, while spending on applied research increased by 35.3%, with a decrease in spending on scientific experimental developments by 13.1%. According to the results of calculating the correlation coefficient, it was found that there is a close relationship (0.913) between the cost of implementing innovations in production and the cost of R&D, which is the basis for coordinating the modelling of scientific and technical activities and business processes at the regional economy level. Conclusions. During this research, the features of creating a technological map of innovation at an industrial enterprise were considered, and the open innovation model was adapted to the operating conditions of an industrial enterprise. Considering that the innovative basis of industrial content is formed in different regions of Ukraine with different dynamics, a recommendation was made regarding using interregional cooperation tools to form economic models for the sustainable development of industrial enterprises.
