Abstract
UKR: У статті з метою визначення особливостей управління змінами підприємств залізничного транспорту в сфері пасажирських перевезень у надзвичайних умовах проводяться дослідження в таких напрямах: напрями реформування залізничного транспорту та державного регулювання; механізм управління розвитком пасажирських перевезень; світові моделі функціонування залізниць та відповідна модель в Україні; питання приватизації залізничних пасажирських перевезень та підприємницького ризику; стан залізничних пасажирських перевезень під час війни та пропозиції щодо його покращення. У статті зазначені принципи розроблення стратегії
реформування та модернізації залізничної транспортної системи в Євросоюзі та Україні в мирний час. На підставі цих принципів, директив ЄС відносно адаптації розвитку транспортної інфраструктури України, стану залізничного транспорту в процесі реформування в статті запропоновано формування методології розробки та впровадження системи змін у сфері пасажирських перевезень залізничним транспортом у мирний час. Методологію розробки та впровадження системи змін у сфері пасажирських перевезень залізничним транспортом запропоновано виразити через побудову схеми загальної структури механізму управління змінами, яка стане підставою щодо створення схожої у воєнний період. На цьому етапі були визначені елементи механізму управління змінами в мирний час. У статті проаналізовані моделі функціонування залізниць, розглянуті деякі приклади реформування та приватизації залізниць у таких європейських країнах, як Великобританія, Швейцарія, Швеція, Німеччина, Польща. Як висновок, запропоновано оптимальний механізм відкриття залізничного ринку для України в мирний час. Проаналізовано стан залізничних пасажирських перевезень до та під час війни – російської агресії проти України з 24.02.2022 р. та запропоновані заходи щодо управління змінами в умовах воєнного стану.
ENG: In the article, in order to determine the peculiarities of managing changes in railway transport enterprises in the field of passenger transportation in emergency conditions, research is conducted in the following directions: research into the directions of railway transport reform and state regulation; research on the mechanism of managing the development of passenger transportation; study of world models of railway functioning and the corresponding model in Ukraine; research on issues of privatization of railway passenger transportation and business risk; a study of the state of railway passenger transport during the war and proposals for its improvement. The article states the principles of trategy development in the reform and modernization of the railway transport system in the European Union and Ukraine in peacetime. On the basis of these principles, EU directives regarding the adaptation of the development of the transport infrastructure of Ukraine, and the state of railway transport in the process of reform, the article proposes the formation of a methodology for the development and implementation of a system of changes in the field of passenger transport of railway transport in peacetime. It is proposed to express the methodology of development and implementation of the system of changes in the field of passenger rail transport through the construction of a diagram of the general structure of the mechanism of change management, which will become the basis for the construction of a similar one in the wartime period. At this step, the stages of the mechanism of change management in measured time were defined. The article analyzed models of railway functioning and considered some examples of reforming and privatization of railways in such European countries as Great Britain, Switzerland, Sweden, Germany, and Poland. In a conclusion, the optimal mechanism for opening the railway market for Ukraine in peacetime is proposed. The state of railway passenger transportation before and during the war - the Russian aggression against Ukraine from February 24, 2022 – and proposed measures to manage changes under martial law were analyzed.
