Abstract
UKR: У статті комплексно досліджено теоретичні та практичні засади фінансового забезпечення державних установ в Україні, з урахуванням сучасних соціально-економічних викликів та умов функціонування публічного сектору. Особливу увагу приділено аналізу основних джерел фінансування державних установ, зокрема: коштів державного та місцевих бюджетів, позабюджетних фондів, грантових надходжень, державних позик, а також механізмів приватно-державного партнерства, які розглядаються як перспективний інструмент модернізації фінансової системи державного сектору. У роботі здійснено систематизацію державних установ за організаційно-правовими формами та рівнем автономії у використанні бюджетних коштів, що дозволило виявити особливості їх функціонування та фінансової децентралізації. Запропоновано авторську класифікацію форм фінансового забезпечення, а також проведено порівняльний аналіз джерел фінансування установ залежно від сфери їх діяльності. Отримані результати мають як теоретичну цінність для подальших наукових досліджень, так і прикладне значення для формування та вдосконалення державної фінансової політики, забезпечення стабільного функціонування установ публічного сектору України.
ENG: The article comprehensively explores the theoretical and practical foundations of financial support for public institutions in Ukraine, taking into account current socio-economic challenges, the consequences of ongoing military actions, and specific conditions of public sector functioning in times of crisis. The significance of financial support is substantiated as a key factor in ensuring the effective operation of public institutions, enabling them to fulfill their assigned functions and implement socially important, administrative, cultural, and security-related tasks aimed at maintaining public order, providing vital services, and supporting national resilience. Particular attention is given to the analysis of major sources of financing for public institutions, including the state budget, local budgets, extrabudgetary funds, grants, state loans, and public-private partnerships. The latter are highlighted as a promising and flexible mechanism for modernizing the financial system of the public sector, stimulating investment, and ensuring long-term sustainability. The study offers a detailed systematization of public institutions based on their legal and organizational forms and the degree of financial autonomy, revealing specific features of their functioning under conditions of budgetary decentralization and administrative-territorial reform. The author proposes an original classification of financial support forms and conducts a comparative analysis of financing sources depending on the sector of activity (healthcare, education, culture, security, governance, social protection, etc.). The potential of attracting international financial assistance and donor support, especially under martial law conditions and in the context of Ukraine’s European integration, is emphasized as an effective tool for enhancing the financial sustainability of the public sector and improving management practices. The results obtained have both theoretical value for further academic research in the field of public finance and practical significance for improving state financial policy, strategic planning, and ensuring the stable operation and development of public institutions in Ukraine.
