Activities of the European Network of Open Education Librarians (ENOEL): the Vision of Creators (abstracts)

EN: The European Network of Open Education Librarians (ENOEL) is part of SPARC Europe’s efforts to make open the default for research and education in Europe. While some European Higher Education libraries have taken on the OE challenge, others are yet to do so. The network is there to help all those striving to support Open Education at different levels of maturity. As a result of a Hewlett Foundation grant, the network is focusing on activities to help implement the UNESCO OER Recommendation. It is growing fast with members from more than twenty European countries. This panel will focus on how a network can stimulate more international action with its members, speaking to how they are getting engaged in activities with their peers: driving experienced members to share their OE expertise and newcomers to connect and contribute while learning more about OE. The panel will bring together network members from different countries to share their experiences in developing a set of activities within the network itself, initiated and steered by them. They will also reflect on the specific context of an international, European network in which most of the members use English as a second language and come from diverse cultural and geographical backgrounds. Members will describe the process and the results of activities that started in Spring 2021, including: ● Interviews with European Open Education Champions – librarians interview active OE advocates and practitioners: students, teachers, pedagogues, practitioners, talking about OE: why it is important, what they do to move this forward, what still needs to be done, and more ● ENOEL practitioners under the spotlight - members of the network share their experience as librarians and their specific applied OE expertise while enabling others to ask questions and consider replicating their practices ● OE drops - small chunks of knowledge on OE themes, issues, definitions, tips & tricks, etc. designed and recorded by members in a short (2-3 mins) video format ● Thematic Working Groups to ○ organize and curate OE resources for the network and the wider public in general ○ design and share advocacy tools about the Unesco OER Recommendation ● build an Open Education learning path for EU librarians. Aside from sharing interim results, the panel will also provide ENOEL members the chance to share how they felt while facing ups and downs in these activities and how they managed to face challenges together.

EN: A survey was conducted among selected librarian catalogers in Kazakhstan to determine the current cataloging practices and policies being employed in their respective libraries. Responses suggested that cataloging is still one of the important aspects of the library work even with the emergence of electronic resources. While many are still applying traditional standards such as MARC, AACR, LC and DDC in their descriptive cataloging and authority works, catalogers were interested in new standards such as RDA and BIBFRAME. Finally, interests in having a unified online catalog as well as more trainings on the field of cataloging and metadata librarianship in the future has also been considered by these libraries to improve the quality of their cataloging work.

Features of Using the Distance Learning Model

ENG: Purpose. To analyze models of distance learning (DL) that have been implemented in the world and have shown effectiveness in order to determine promising directions for the development of DL: testing, educational research, contextual learning, mobile learning, development of social networks, application of mobile educational games, implementation of mobile voice content with interactive assessment etc. Methodology. Literature review of open access information sources. Findings. It has been determined that special attention should be paid to the technologies of educational institutions, in which it is possible to involve highly qualified teachers in reading lectures; there is a significant saving of teachers' time; there is a possibility of increasing the amount of material presented within the budget allocated for regular classroom activities in the curriculum. Originality. It consists in a certain set of criteria, based on the analysis, which are necessary and sufficient to achieve the final goal. Practical value. The methods of selection of educational tools make it possible to increase the effectiveness of the educational process, make it attractive and exciting for students and motivate them to an active educational process always and everywhere, which allows students to receive a quality education.

On the Full-Fledged Mission Statement of the University Scientific and Technical Library

EN: The mission statements of an organization drawn up just according to the definition of the ISO 9000 dictionary of quality management systems cannot be recognized as an effective management tool since the ISO requirements for this document are excessively general, vague. Following the mission statement ISO definition, it is very possible to draw up even a formally correct document which would not specify the specifics of the organization at all and would not stimulate its staff, either. To create full-fledged mission statements, it is necessary to use both the accumulated world experience and the results of theoretical studies of the functions of mission statements. Having used the both sources, we proposed a definition of the mission statement of a university library that includes 13 mission statement functions (for two of them–revealing the philosophy of strategic decision-making and stimulating creative team work of staff–specific ways of their implementation were outlined) with the subsequent drawing up the new mission statement of the Scientific Library of the Belarusian National Technical University.

Open Educational Resources in the Context of Open Access (abstracts)

EN: Despite the perception of Open Educational Resources (OERs) as universally available, these involve barriers, such as the need for the presence of compatibility with existing educational frameworks (Mishra, 2017, p. 369). While OERs inherently promote Open Access to higher education, their deployment can be taking place in both closed and open education setups. A successful deployment of OERs, such as for improved teaching and learning outcomes, will likely require flexibility in terms of curriculum development (Mishra, 2017, p. 369). University libraries tend to be the education institution-level providers of OER-related services, such as hosting (Thompson, & Muir, 2020, p. 685). However, in many cases, OERs meet with low levels of awareness among teaching faculty, emphasis in organizational policies and institutional support. Additionally, the utilization of OERs faces barriers related to digital skills, copyright-related knowledge and human resources availability (Henderson, & Ostashewski, 2018). Thus, OERs require institutional commitment, educator incentives and support staff for their success (Mishra, 2017, p. 370). Additionally, the utilization of OERs faces barriers related to digital skills, copyright-related knowledge and human resources availability (Luo, Hostetler, Freeman, & Stefaniak, 2020, p. 140). Since OERs require institutional commitment, educator incentives and support staff, the successful implementation of OERs likely also demands significant investment in terms of time, funding, and human resources. Yet, mini-grants, stipends, guidelines, checklists and awards may fail to replace the need for permanent funding that might be necessary for the ongoing development of OERs (McGowan, 2020. p. 24). Sponsorship projects for OER development may also become dispersed between academic libraries and teaching departments or university units, which can lead to fragmentary, intermittent practices. At the same time, OER will likely be, and has already been, making part of library responses to online learning transitions under the pandemic conditions (Mehta, & Wang, 2020, p. 351). Both students and instructors likely encounter multiple obstacles for successful online learning, which can be pedagogical, technical, and financial or organizational. Whereas some of these barriers can be addressed with the help of OERs, the success of the associated measures is not assured. Therefore, OERs can be one among other means for maintaining and improving education quality in online and offline settings (Lassoued, Alhendawi, & Bashitialshaaer, 2020, p. 1). In other words, the presence of institutional policies, adequate incentives and support frameworks for the use and sharing of OERs as well as raising awareness about their availability is likely to be critical regardless of the language setting internationally (Mishra, 2017, p. 369). Moreover, apart from Open Access to OERs, for local institutions the discoverability and sustainability of OERs are likely to affect their adoption. In terms of instructional or learner outcomes, the deployment of OERs can fail to produce a significant difference (Luo, Hostetler, Freeman, & Stefaniak, 2020, p. 140). Without adequate instructional design and compatible pedagogical strategies, the implementation of OERs can be challenging or lack in effectiveness in terms of their expected positive impacts. Thus, the potential of OERs can be context dependent (McGowan, 2020. p. 24).

The Use of X-Ray Research Methods to Clarify the Degree of Pulverized Coal Particles Thermal Destruction during Combustion under Conditions of It Injection into a Blast Furnace

ENG: Purpose. To show one of the ways of using X-ray research methods to find out the degree of thermal destruction of pulverized coal particles during combustion under the conditions of blowing them into a blast furnace, as well as the effectiveness and informativeness of the proposed method. Methodology. A common method of X-ray structural analysis or X-ray diffraction (XRD) is applied, which allows to calculate structural parameters (interplanar distance and size of crystallites) of carbon materials directly from their diffraction patterns, which determine their structure. The diffractogram for pure graphite is used as a reference for comparison, comparing the reflections for the principal planes (hkl) - 002, 100, 101 and 004. Findings. A qualitative comparison of the obtained X-ray diffractograms showed that the addition of gaseous coal and peat to pulverized coal dust from lean coal affects the process of its combustion, but the nature of the action of these additives is different. For the burned lean coal and the burned mixture of lean coal with gas coal, the shape (width at half maximum) and the location of the characteristic maxima on the radiograph practically coincide. For the sample burned with the addition of peat, the half-width of the main maximum and the intensity of the maxima in the region of far corners differ from those for coal burned with and without the addition of gas coal. Originality. It consists in combining the laboratory method of modeling the combustion of pulverized coal particles in a blast furnace based on the laboratory "drop furnace" (drop furnace) with the proposed method. Practical value. It is shown the possibility of using the X-ray diffraction method in combination with other research methods in the evaluation (selection) of pulverized coal fuel and its additives for blowing into a blast furnace in order to achieve the best results in terms of the degree of combustion. and equivalent replacement of coke.
Vaccination Infodemic Among Сitizens of Magallanes, Cavite, Philippines. Part I (presentation)

EN: The pandemic saw a rise in the spread of information disorders. The proliferation of fake news and information affect our lives as it disrupts our relationship with family members and friends. Trust with each other is being questioned as different people believe in contrasting opinions from what they hear, read, or see in traditional media and social media. As the status of inoculation in the Philippines is slowly moving due to many factors, the citizens who want protection took time to get vaccinated. This survey research intends to understand how people from a fourth class municipality of Cavite made their decision to be vaccinated in spite of misinformation circulating from their close knitted physical interactions within family, friends, and neighbors up to the powerful influence of the traditional media and social media. Librarians have an emerging role to play. Librarians can be partners of a local government unit to promote the citizens well-being. Librarians provide sources of health information vital for an individual to help them arrive at an informed decision. The librarians can showcase the advantages and benefits of being vaccinated as evidenced by scientific publications and as endorsed by the World Health Organization.

As the status of inoculation in the Philippines is slowly moving due to many factors, the citizens who want protection took time to get vaccinated. This survey research intends to understand how people from a fourth class municipality of Cavite made their decision to be vaccinated in spite of misinformation circulating from their close knitted physical interactions within family, friends, and neighbors up to the powerful influence of the traditional media and social media. Librarians have an emerging role to play. Librarians can be partners of a local government unit to promote the citizens well-being. Librarians provide sources of health information vital for an individual to help them arrive at an informed decision. The librarians can showcase the advantages and benefits of being vaccinated as evidenced by scientific publications and as endorsed by the World Health Organization.

Аналіз логістичних ризиків при перевезенні імпортних навалювальних вантажів транспортим підприємством через митні термінали та місця незагального користування

UKR: Метою статті є визначення логістичних ризиків та надання рекомендацій, які з’являються при транспортно-експедиторському обслуговуванні імпортних перевезень залізовмісних відходів залізничним чи автомобільним транспортом. В статті розглядаються перевезення окалини сталеплавильного та прокатного виробництв з металургійного комбінату Молдови на феросплавний завод в Україну. Логістичні ризики з’являються при митному оформленні вантажу на кордоні в пункті пропуску на митну територію України та при митному очищенні товару в пункті призначення вантажу при випуску товару у вільний обіг. Надані рекомендації щодо скорочення витрат вантажоодержувача, пов’язаних з простоєм рухомого складу під час виконання митних та інших процедур на місцях незагального користування за рахунок подання періодичної декларації. Методи. Комплексний аналіз сумісної технології роботи залізничного транспорту з митними органами, аналітичне моделювання процесу перевезення, актово-претензійна робота вантажоодержувача з органами державної влади. Результати. Встановлено, що при імпортному перевезенні залізовмісних відходів, в пункту пропуску на державному кордоні України та при митному оформлені вантажу в місці призначення вантажоодержувачем можуть з’являтися логістичні ризики, пов’язані з додатковою затримкою транспортних засобів. До них можливо віднести ризики, пов’язані з: проставлянням на перевізному документі в пункті пропуску на митну територію України інспекторами Державної екологічної інспекції печатки «Контроль за місцем надходження»; з прибуттям вантажу на станцію у вихідні чи святкові дні під час яких митниця не працює, чи працює в особовому режимі; з вимогами митниці проведення досліджень для підтвердження показників, вказаних в сертифікаті відповідності товару, який видає вантажовідправник; встановлення додаткових характеристик вантажу; підтвердження коду УКТ ЗЕД; з митним оформленням товару з метою збільшення митних платежів. Наданні рекомендації для вантажоодержувачів, на основі яких документів можливо віднести витрати, пов’язані з додатковим простоєм транспортних засобів, на митні органи. Наукова новизна. В статті вперше визначені та об’єднані логістичні ризики, які з’являються при транспортно-експедиторському і митному оформлені імпортних вантажів та надані рекомендації щодо їх зменшення і ведення актово-претензійної роботи для зменшення витрат вантажоодержувачів. UKR: Мета. Автори ставлять за мету дослідження впливу технологічних параметрів прокатки труб з титану та сплавів на точність та якість, отримання статистичних рівнянь впливу параметрів на різностінність та овальність труб. Методика. Детальний опис технологічних чинників, що впливають на точність труб зазначеного сортаменту дав змогу побудувати регресійні моделі, які сприяють прогнозуванню точності та визначенню оптимальних параметрів процесу прокатки для отримання прогнозованої точності. Результати. Отримані залежності параметрів точності від параметрів технологічного процесу використані при розрахунках маршрутів виробництва нержавіючих та титанових труб холодною прокаткою, при проектуванні ділянок та міні-заводів по виробництву нержавіючих та титанових труб холодною прокаткою. Наукова новизна. Авторами проаналізовано вплив подачі, витяжки та відносної різностінності заготовки на різностінність готової труби та розроблені регресійні моделі, які сприяють прогнозуванню точності та визначенню оптимальних параметрів процесу прокатки. Практична значимість. Отримані рівняння нададуть допомогу в прогнозуванні овальністі труб по вхідним даним розмірів труби та параметрам процесу прокатки.
