| dc.description.abstract | UKR: У статті розглядається кластерний підхід як перспективна модель взаємодії освіти та бізнесу. На основі теоретичного аналізу та емпіричного дослідження кластерів світу, визначено ключові фактори успішної співпраці, здійснено аналіз їх вплив на розвиток економіки та обґрунтовано переваги кластерів для розвитку інновацій, підвищення конкурентоспроможності регіонів та забезпечення безперервної освіти. Тут держава відіграє визначальну роль у створенні та розвитку кластерів. Її активна участь сприяє подоланню багатьох бар’єрів, які виникають у процесі формування ефективних кластерних систем, а саме: обмежені фінансові, матеріальні та кадрові ресурси; відсутність цільових програм, спрямованих на розвиток конкретних кластерів або кластерних ініціатив; нормативна неврегульованість дій учасників кластеру, складність процедури отримання дозволів і ліцензій на певні види діяльності, недосконала система оподаткування діяльності кластерів тощо. Зазначимо, що сприятливе законодавче середовище, створене державою, є необхідною умовою для ефективного розвитку кластерів. Де, розробка та впровадження законодавчих актів, які стимулюють створення і розвиток кластерів, спрощують процедури реєстрації та ведення бізнесу в умовах кластеру, забезпечують захист інтелектуальної власності, сприяє розвитку інфраструктури кластерів утворення технопарків, бізнес-інкубаторів. Мета яких полягає у проведенні спільних досліджень учасника кластеру, підготовки затребуваних на ринку праці кадрів тощо. Сьогодні, для України реформування системи освіти є надзвичайно актуальною проблемою, оскільки навчання й виховання підростаючого покоління яке буде розбудовувати державу після війни, це пріоритетне завдання Уряду в середньостроковій перспективі. Створення Урядом умов для ефективної співпраці освіти та бізнесу, це важливий крок в реформуванні системи освіти, що дозволяє поєднати теоретичні знання, отримані в закладах освіти, з практичними потребами ринку праці. Такий підхід сприяє розвитку інновацій та підвищує конкурентоспроможність випускників закладів освіти. Одним із основних інструментів державної політики у сфері освіти має бути розвиток кластерів, як інноваційних інфраструктурних об'єктів, що дозволять інтегрувати освіту в бізнес, стимулюватиме інновації, підвищуватиме якість освіти та сприятиме регіональному розвитку економіки. | uk_UA |
| dc.description.abstract | ENG: The article considers the cluster approach as a promising model of interaction between education and business. Based on theoretical analysis and empirical research of world clusters, key factors of successful cooperation are identified, their impact on economic development is analyzed, and the advantages of clusters for the development of innovations, increasing regional competitiveness, and ensuring continuous education are substantiated. Here, the state plays a decisive role in the creation and development of clusters. Its active participation contributes to overcoming many barriers that arise in the process of forming effective cluster structures, namely: limited financial, material, and human resources; the absence of targeted programs aimed at developing specific clusters or cluster initiatives; the lack of regulatory regulation of the actions of cluster participants, the complexity of obtaining permits and licenses, an imperfect taxation system for cluster activities, etc. It is conditioned that a favorable legislative environment created by the state is a necessary condition for the effective development of clusters. Where, the development and implementation of legislative acts that stimulate the creation and development of clusters, simplify the procedures for registration and doing business within a cluster, ensure the protection of intellectual property, contribute to the development of cluster infrastructure, the formation of technoparks, incubators for conducting joint research by cluster participants, training personnel, etc. It should be noted that today, for Ukraine, reforming the education system is an extremely urgent problem, since the education and upbringing of the younger generation, which will rebuild the state after the war, is a priority task of the Government in the medium-term perspective. An important step on the path of reforms is the creation by the Government of the country of conditions for effective cooperation between education and business, which allows bringing theoretical knowledge obtained in educational institutions closer to the practical needs of the labor market, contributes to the development of innovations and increasing the competitiveness of graduates. One of the main instruments of government policy in the field of education should be the development of clusters as innovative infrastructure facilities that allow integrating education into the labor market, stimulating innovation, improving the quality of education, and contributing to the development of the country's economy. | en |
