Problems and Prospects of Information Cooperation of Academic Libraries in Central Asia

| dc.description.abstract | ENG: Information interoperability between academic libraries in Central Asia would significantly increase the information and functional potential of each of the libraries and could create a synergistic effect in information and library services for higher education in the region and contribute to its competitiveness in the global arena. At the same time, as the case of Central Asia shows, there are such problems in the information and library support of education and research in the country’s universities as “patchwork” automation, the lack of unified, internationally compliant standards and protocols for the creation, storage and exchange of data and metadata, a focus on the maintenance of the printed collection, rather than on the development of electronic information resources and the introduction of modern tools for working with information. There is no unified, operational and transparent system of statistical and analytical reporting on the level of development of the functional and information potential of academic libraries and the availability and use of their educational and scientific information resources at the republican and regional levels. The lack of a united catalog of academic libraries causes duplication of work on the creation of bibliographic records and metadata and not sufficiently complete and effective information retrieval and delivery of necessary information to library users. Another problem is the compliance by academic libraries with copyrights for educational and scientific publications presented in digital format. Another major problem is the gap between the contemporary library practice requirements and outdated educational programs for training, retraining and advanced training of library personnel.The development of corporate interaction and interoperability between academic libraries based on relevant management decisions, modern information and communication technologies and modernization of the librarians’ training system are suggested as solutions to the problems mentioned above. The result of their implementation will be to improve the quality of information and library support for educational and research processes in universities and, accordingly, to improve the quality of higher education in the country. | en |
| dc.description.abstract | UKR: Інформаційна інтероперабельність академічних бібліотек Центральної Азії значно підвищила б інформаційний та функціональний потенціал кожної з бібліотек і могла б створити синергетичний ефект в інформаційно-бібліотечному обслуговуванні вищої освіти регіону та сприяти підвищенню її конкурентоспроможності на світовій арені. Водночас, як показує приклад Центральної Азії, в інформаційно-бібліотечному забезпеченні освіти і науки в університетах країни існують такі проблеми, як «клаптикова» автоматизація, відсутність єдиних, міжнародних стандартів і протоколів створення, зберігання та обміну даними і метаданими, орієнтація на підтримку друкованого фонду, а не на розвиток електронних інформаційних ресурсів і впровадження сучасних інструментів роботи з інформацією. Відсутня єдина, оперативна і прозора система статистичної та аналітичної звітності про рівень розвитку функціонального та інформаційного потенціалу академічних бібліотек, наявність і використання їх освітніх і наукових інформаційних ресурсів на республіканському та регіональному рівнях. Відсутність єдиного каталогу академічних бібліотек призводить до дублювання роботи зі створення бібліографічних записів і метаданих та недостатньо повного й ефективного інформаційного пошуку і доведення необхідної інформації до користувачів бібліотек. Іншою проблемою є дотримання академічними бібліотеками авторських прав на освітні та наукові видання, представлені вцифровому форматі. Ще однією серйозною проблемою є розрив між вимогами сучасної бібліотечної практики та застарілими освітніми програмами підготовки, перепідготовки та підвищення кваліфікації бібліотечних кадрів. В якості шляхів вирішення зазначених проблем пропонується розвиток корпоративної взаємодії та інтероперабельності між академічними бібліотеками на основі відповідних управлінських рішень, сучасних інформаційно-комунікаційних технологій та модернізація системи підготовки бібліотечних кадрів. Результатом їх реалізації стане підвищення якості інформаційно-бібліотечного забезпечення освітнього та наукового процесів в університетах і, відповідно, підвищення якості вищої освіти в країні. | uk_UA |
