| dc.description.abstract | UKR: В статті наведена модель управління технічним освітньо-науковим кластером (надалі – ТОНК), яка побудована на результатах нашого дослідження в аспекті застосування теорії управління та використання інструментів стратегічного менеджменту для створення інноваційної екосистеми освіти, що інтегрує освіту, науку та виробництво для забезпечення інноваційного розвитку регіону та країни в цілому. Для досягнення мети було проведено аналіз теоретичних засад управління, досліджено сучасні практики функціонування освітніх кластерів та проаналізовано потреби регіонального ринку праці. На основі отриманих даних розроблена модель управління ТОНК, яка включає такі ключові компоненти: Теоретичний блок: Обґрунтовано вибір теоретичних концепцій, що полягають в основі моделі, зокрема концепції «Освіта 4.0». Структурно-організаційний блок: Визначено оптимальну структуру управління ТОНК, включаючи центри прийняття рішень, механізми координації та взаємодії учасників. Ресурсний блок: Проаналізовано різні види ресурсів (матеріальні, фінансові, людські, інформаційні) та розроблено механізми їх ефективного використання. Освітньо-науковий блок: Розроблено механізми мережевої взаємодії учасників кластера, визначено сучасні технології навчання та досліджень, а також сформовано вимоги до технологічної інфраструктури. Результативний блок: Визначено ключові показники ефективності діяльності ТОНК, розроблено систему моніторингу та оцінки результатів. Наукова новизна дослідження полягає в розробці комплексної моделі управління ТОНК, яка враховує як загальнотеоретичні принципи, так і специфічні особливості функціонування освітніх кластерів в умовах четвертої промислової революції. Модель передбачає активне використання цифрових технологій, індивідуалізацію освітніх траєкторій та тісну інтеграцію з потребами ринку праці. Практична значимість дослідження полягає в тому, що розроблена модель може бути використана для створення та розвитку ефективних ТОНК в різних регіонах країни. Впровадження моделі сприятиме підвищенню якості освіти, стимулюванню інноваційної діяльності, зростанню конкурентоспроможності вітчизняних підприємств та підвищенню рівня життя населення. | uk_UA |
| dc.description.abstract | ENG: This article presents a model for managing a Technical Educational and Scientific Cluster (TESC), developed based on our research into the application of management theory and strategic management tools. The model is designed to create an innovative educational ecosystem that integrates education, science, and production to drive innovative development at both the regional and national levels. To achieve this goal, we conducted an in-depth analysis of theoretical management foundations, studied contemporary practices of educational clusters, and analyzed the needs of the regional labor market. Based on the obtained data, we developed a TESC management model that includes the following key components: Theoretical Framework: We substantiated the choice of theoretical concepts underlying the model, including the "Education 4.0" concept. Structural and Organizational Component: We defined the optimal management structure for the TESC, including decision-making centers, coordination mechanisms, and interactions between participants. Resource Component: We analyzed various types of resources (material, financial, human, informational) and developed mechanisms for their effective utilization. Educational and Scientific Component: We developed mechanisms for network interaction among cluster participants, identified modern teaching and research technologies, and formulated requirements for technological infrastructure. Performance Component: We defined key performance indicators for TESC activities and developed a system for monitoring and evaluating results. The novelty of this research lies in the development of a comprehensive TESC management model that considers both general theoretical principles and the specific features of educational clusters operating in the context of the Fourth Industrial Revolution. The model envisions the active use of digital technologies, the individualization of educational trajectories, and close integration with the needs of the labor market. The practical significance of this research lies in the fact that the developed model can be used to create and develop effective TESC in various regions of the country. The implementation of the model will contribute to improving the quality of education, stimulating innovative activities, increasing the competitiveness of domestic enterprises, and improving the standard of living of the population. | en |
