Item Artificial Intelligence (AI) for Research Lifecycle: Challenges and Opportunities(Ukrainian State University of Science and Technologies, Dnipro, 2023) Yaroshenko, Tetyana O.; Iaroshenko, Oleksandra I.ENG: Objective. This article aims to review the progress of AI technologies concerning their potential impact on academia, research processes, scientific communication, and libraries. Methods. AI tools for research lifecycle and their potential impact on academia and libraries were identified from various sources, mostly from the most influential recent scientific publications. Results. AI has become a driving force nowadays, creating both opportunities and challenges. Transformative AI-powered tools, exemplified by advanced models like ChatGPT, Llama-2, Google Bard, Microsoft Bing, and Jasper Chat, among others, find versatile utility across a broad spectrum of contexts, extending their impact to research process and publishing, as well as to librarianship. The enthusiastic embrace of AI in research is tempered by a pervasive concern over the potential for data fabrication, which can significantly compromise ethical standards and academic integrity. There is an urgent need to understand corresponding opportunities, challenges, and dangers. Some aspects of the use of AI tools for different stages of the research lifecycle are considered, and the main advantages and risks are analyzed. Conclusions. AI has the potential to drive innovation and progress in a wide range of fields and possesses significant potential to propel academia and librarianship into both exhilarating and challenging new frontiers. While AI-powered tools represent major advancements and potential to significantly impact academia, scholarly research, publishing, and university libraries. Privacy and bias are just two examples of the ethical considerations that need to be made.Item Artificial Intelligence in Academic Libraries: Foreign and Ukrainian Experience(Ukrainian State University of Science and Technologies, Dnipro, 2024) Shemaieva, Hanna V.; Kostyrko, Tamara M.; Prilutska, Alla E.ENG: The objective is to determine the direction of implementing artificial intelligence (AI) in the activities of foreign and domestic academic libraries. Methods. The research is based on a combination of the method of analyzing the content of publications with the methods of systematization, generalization, surveying employees of academic libraries in Ukraine, and the method of comparative analysis. Results. It was found that the general directions for practical application of AI technologies in academic libraries of foreign and Ukrainian countries are: training, reference work, intelligent user service, and collection management. The main direction of the ChatGPT application is: to study this tool, and its application in reference and advertising activities. It was established that in libraries of foreign universities, the following are being initiated: the creation of intellectual spaces (USA); the use of robotics (Canada, China); and the formation of a smart library (USA, China). Conclusions. The importance of implementing AI technologies in the activities of academic libraries, which create new opportunities for scientific research and education, is confirmed. At the same time, the research confirms the insufficient level of AI implementation by university libraries to provide innovative alternative services. It is urgent to develop a strategy for the university library regarding implementing AI technologies and developing employees' relevant competencies.Item Community Outreach and Engagement in the Time of COVID-19: Efforts & Approaches of Academic Libraries(Dnipro National University of Railway Transport named after Academician V. Lazaryan, 2021) Peñaflor, Janice; Labangon, Donna LynEN: Objective. This paper aims to investigate the types and scope of community engagement and outreach activities of academic libraries while the physical library spaces remain closed or operating on a limited capacity. It also looks at the tools and methods employed to implement such activities. The paper also attempts to uncover patterns or emerging themes as libraries explore innovative ideas and take new initiatives for the betterment of the community they serve. Methods. The study employs a website and Facebook page survey of AUN (ASEAN University Network) Inter-Library Online (AUNILO) member-libraries. The following six outreach categories will be utilized: (1) Collection-Based Outreach; (2) Instruction & Services-Based Outreach; (3) “Whole Person” Outreach; (4) Just for Fun Outreach; (5) Partnerships and Community-Focused Outreach; and (6) Multi-Pronged Themed Events and Programming. Said categories were derived from Farrell and Mastel (2016) paper entitled “Considering Outreach Assessment: Strategies, Sample Scenarios, And A Call to Action.” Results. Findings of the study will offer some insights on how libraries strengthen their roles in transforming societies as they provide opportunities to bring about positive change in their communities. Moreover, this paper will also challenge libraries to take a closer look at their own activities and consider how they can design creative and inspiring ways to connect with their communities. Conclusions. In response to the COVID-19 crisis, libraries are proactively pivoting their community engagement and outreach efforts online and are finding new ways to serve faculty, students, and partners. Libraries are committed to strengthening the resilience and recovery of the community through working collaboratively with its members and building partnerships with relevant organizations.Item Contribution of Academic Libraries to Advancing Open Data and Open Science: Importance, Advantages and Suggestions (Strategy and Priorities of Use)(Ukrainian State University of Science and Technologies, Dnipro, 2024) Kulyk, Margarita M.ENG: Objective. The article is devoted to the study of the role of academic libraries in the advancing of the ecosystem of open science by foreign and domestic authors of the university community. Methods. The following general scientific methods were used in the research: generalization, analysis, and systematic approach. Results. The basis of the promotion of open science is open data and open access, which forms an Open Ecosystem of Scientific Research. This requires the transformation of academic libraries of Ukraine, in particular university libraries, with a change in qualification level of library specialists and technical personnel to assist in the development of resource and information innovations of libraries when using various PIDs (Persistent identifiers). Conclusions. For the scientific community of Ukraine, the Strategy of Open Science is being formed, the implementation and promotion of which will largely depend on the experience of specialists of academic libraries with the support of the State Scientific and Technical Library of Ukraine (SSTL of Ukraine). The Ministry of Education and Science of Ukraine (MES of Ukraine) prioritizes the use of international experience in promoting open data and open science, where academic libraries play a leading role.Item Development of Leadership Qualities of the Managerial Staff as a Factor Influencing the Resilience of the University Library in the Crisis(Ukrainian State University of Science and Technologies, Dnipro, 2024) Odnovolykova, Olena V.; Hlavcheva, Yuliia M.ENG: Objective. The purpose of the publication is to determine the role of leadership development of the managerial staff in ensuring the management of the university library in the dynamic crisis conditions of long-term martial law. The article analyses the features of resilient organisations that promptly restore controllability and perform work tasks. The leadership qualities, the development of which is expedient in the team in the conditions of crisis changes, are considered. Methods. The conducted analysis covered the scientific publications on the topic of the study. The study used empirical methods to determine the effectiveness of leadership development among library managers. Results. The influence of the state of technical and social components on the resilience of the organisation is considered. Technical components are difficult to influence by the library administration, unlike social ones. That is why the main focus is on the regulation of social components. Based on the practical results of the library's work, the expediency of forming a leadership style to ensure the library's resilience in crisis conditions is substantiated. Conclusions. Thus, we believe that in crisis conditions, the resilience of an organisation can be enhanced by developing the leadership skills of the library management. During the period of uncertain crisis conditions of martial law, these leadership styles normalise the psychological climate in the team and set employees up for results.Item Knowledge, Preparedness and Challenges in Hyflex Library Operations among Higher Education Institutions (HEIs) Librarians in Calabarzon Philippines(Ukrainian State University of Science and Technologies, Dnipro, 2023) Navarro, Mary Rose V.; Masalinto, Ma. Lindie D.; Galicia, Leomar S.; Malabanan, Elizabeth D.; Palma, Raffy D.ENG: Objective. Traditional library operations have been a staple in society for centuries by providing access to printed books and other resources. However, with the rise of technology, changing patron needs and the crisis induced by the COVID-19 outbreak, librarians adopted the hybrid and flexible (HyFlex) library operations to provide students, faculty, and staff with equitable access to learning resources and services. This study examined the knowledge, preparedness, and challenges associated with HyFlex library operations among librarians in Higher Education Institutions (HEIs) in Cavite, Laguna, Batangas, Rizal and Quezon (Calabarzon) Philippines. Methods. Descriptive in nature, the study utilized a survey questionnaire which was accomplished by 148 Higher Education Institutions (HEIs) librarians in Calabarzon. Results. Findings revealed that the majority of respondents were female, aged 31 to 40 years old, holding librarian positions, and having 11 to 15 years of service. The findings also indicated that respondents exhibited a very high level of knowledge and preparedness for Hyflex library operations. However, they encountered challenges in implementing hybrid and flexible operations. Additionally, the findings revealed no significant difference in respondents' knowledge of Hyflex library operations when grouped by age, gender, position, or years in service. However, a significant difference was found in respondents' preparedness for Hyflex library operations based on gender, while no significant differences were observed regardless of age, position, or years in service. Conclusions. As a whole, the findings suggest that despite the challenges in implementing hybrid and flexible operations, librarians in Higher Education Institutions (HEIs) in Calabarzon have demonstrated a very high level of knowledge and preparedness for Hyflex library operations. Therefore, Higher Education Institutions (HEIs) in Calabarzon should implement the formulated action plan and continue to embrace innovation to enhance practices in hybrid and flexible library operations.Item Library Promotion and user Engagement in Pandemic Times: The Case of Kazakhstan(Dnipro National University of Railway Transport named after Academician V. Lazaryan, 2020) Yap, Joseph MarmolEN: Objectives. In these trying times due to the global effect of pandemic, what social media accounts do academic libraries in Kazakhstan maintain and how can they improve their social media engagement to continuously connect with their stakeholders? This report provides an overview of the current status of social media engagement of selected academic libraries in Kazakhstan during the COVID-19 crises. This paper will give us a picture about the kinds of online postings shared by these libraries particularly with the use of Facebook. Methods. The top two universities ranked by Independent Quality Assurance Agency (IQAA) were considered in this report to be compared with the only autonomous organization of education in Kazakhstan. The library social media accounts of these three organizations were investigated to review the number of followers, frequency of posting, and its overall social media engagement. Data collected is publicly available to all potential users, followers, or subscribers. Using the post engagement rate (PER) formula introduced by Socialbakers (2013) and adapted by Peñaflor (2018) and Magno (2016), this report identifies and analyzes the average PER Facebook pages maintained by academic libraries. The engagement metrics looked into the number of interactions and the widest reach possible in every post. All three academic libraries investigated maintain a Facebook page. The other account was just created last February 2020. To compare Facebook data during the pandemic times, public information available from June – August 2020 was measured. Results. The social media platforms operated by the academic libraries in Kazakhstan are Facebook, Twitter, Instagram, VK, and YouTube. One of the earliest academic library Facebook accounts established in Kazakhstan started in 2010 with less than 3,000 accumulated followers after ten years. This shows a very slow rise in the number of followers considering an academic population of more than 5, 000 people in 2020. Data revealed that Eurasian National University Library’s Facebook account had a higher PER of 0.83 even if it only debut in 2020 compared to the Facebook page of Nazarbayev University which garnered 0.22 PER. KAZNU Library’s Facebook page had the highest PER of 1.02. Conclusions. Facebook is the most popular social media platform across the globe but it is not the case in Kazakhstan. Library marketing and promotion in Kazakhstan needs to be addressed as public relations is not the primary focus. The utilization of social media as a tool for user engagement is not fully developed. One way to look at it is to consider library staffing and identify their marketing background. The pandemic situation must be the turning point of academic libraries to enhance their reach with their stakeholders. It was a test to know the readiness of the library in terms of online communication and interaction.Item Library Service in Ensuring the Information Ecology of An Organization: A Case Study of a Research University Library(Ukrainian State University of Science and Technologies, Dnipro, 2022) Kulyk, EvgeniiaENG: Objective. Information products and services provided by academic libraries to support the educational process and research are a component of the information ecology of educational institutions, but their list within each academic library depends on the institutional ecology. Therefore, it is useful to study the practical experience of various academic libraries in ensuring the information ecology of research universities. As an example, we consider the successful experience of G. Denysenko Scientific and Technical Library of the National Technical University of Ukraine "Igor Sikorsky Kyiv Polytechnic Institute" (KPI Library). Methods. A qualitative method of longitudinal research was used to obtain data and analyze the KPI Library information services. A number of primary data sources were used, such as diaries of first-hand reflection, observations, engaged in documenting and developing a narrative about the effectiveness of interaction of students, lecturers, scientists with the information environment. Analytical and review, logical, systematic methods are applied to substantiate the place of library service in information ecology. Results. The experience of KPI Library in ensuring the information ecology of the university was studied. Ways of organizing prompt, effective and safe (ecological) interaction with users and support of internal information products and services are analyzed. It is shown which services (tools and information resources) and areas of activity of the library form the information ecology of Igor Sikorsky Kyiv Polytechnic Institute. The role of the library in the formation of information culture and the culture of academic integrity of scientists, teachers and students of the university is shown. Conclusions. The considered example of KPI Library activity confirms that an academic library is directly involved in formation of the information ecology of a research university. A deeper analysis of the value of products and the effectiveness of library services for various members of the academic community as a component of the information ecology of the university may be the subject of further research.Item Networking Information Technologies as a Method Innovative Changes in Academic Libraries(Dnipro National University of Railway Transport named after Academician V. Lazaryan, 2019) Hovorukha, Volodymyr B.; Semenova, Larysa A.; Semenova, Liudmyla A.EN: Objective. The article examined at current global trends to require significant changes of the educational and library infrastructure. The analysis of these tendencies and of the current state of development of the educational and library sphere gave an opportunity to understand to the implementation of network technologies can affect to the activities of academic institutions. Methods. At the present stage, the popularity of distance technologies is increasing because they are best able to meet the new needs of modern users of library networks. The authors identified the factors of popularity and scope of networking technologies and investigated their influence on various aspects of the practical activity of university libraries. Results. Practical experience of the Scientific and Technical Library of DNURN named after academician V. Lazaryan demonstrates to the use of the modern networking technologies, which changed, improved and expanded the scope of services of the library institution. Conclusions. The research allows conclude to mastering library specialists of new knowledge and working skills to mobile information technologies. The introduction these technologies to practical activity promotes further development of the academic library and helps to improve forms of service for remote users to digital content.Item Perceptions and Practices of Academic Librarians in Handling and Managing Open Education Resources (OERs): Basis for Capacity Building Plan(Dnipro National University of Railway Transport named after Academician V. Lazaryan, 2020) Calilung, RoilingelEN: Objective. This study determined the perceptions of academic librarians on open educational resources (OERs) in terms of familiarity, utilization by patron and purpose, management practices of OERs in terms of handling and storage, organization and marketing, and problems encountered in handling and managing OERs. Methods. It utilized quantitative-qualitative research design or mixed method using a validated researcher-made questionnaire. Descriptive statistics, which mainly consist of frequency distribution, percentile, mean and standard deviation, were used while thematic analysis was utilized for the qualitative data. Results and Discussion. The study revealed that academic librarians are moderately aware on OERs. Regarding digitized library collections, academic librarians are fully aware. In terms of utilization by patron, it was reported that majority of the types of OERs are rarely utilized. The top three types which are seldom utilized by patrons are course materials, digitized library collections and open textbooks. Conclusions. The familiarity of librarians on OERs depends on the degree of their exposure to such resources. Utilization of OERs by patron improves when guided on how to use them. Purpose is defined based on the optimal usage of the OERs. Lack of familiarity and exposure to OERs may lead to poor handling and storage, organization and marketing of these resources resulting to low appreciation from clients. A capacity building plan is needed to improve the handling and management of OERs in academic libraries.Item Project Solutions for the Successful Implementation of the Strategy of Creating a Consolidated Resource of the National Academy of Sciences of Ukraine(Ukrainian State University of Science and Technologies, Dnipro, 2024) Klymenko, Oksana Z.; Sokur, Olena L.ENG: Objective. The study focuses on the relevance of launching the ResearchUA digital platform based on the V. I. Vernadskyi National Library of Ukraine to form a consolidated scientific information space. Methods. The results of the research were obtained thanks to the application of a complex of general and special methods of scientific knowledge, among which systemic and synergistic approaches, structural-functional and descriptive methods, source analysis and synthesis were decisive. Results. There is an urgent need to establish a system of informing about academic resources that have been created for more than a hundred years of operation of the National Academy of Sciences of Ukraine. The V. I. Vernadskyi National Library of Ukraine has launched the ResearchUA digital platform, which is focused on the development of the electronic research infrastructure of not only the National Academy of Sciences of Ukraine, but also on the formation of the national digital scientific space, namely the accumulation, integration, effective use of scientific electronic library and information resources and their promotion to modern global digital platforms communications. Conclusions. A promising direction for further information and communication activities of academic libraries is to intensify information support for scientific research in Ukraine by promoting the involvement of new forms of digital scientific communication; developing modern models of communication with all subjects of copyright for scientific works; simplifying access to scientific library and information resources; integrating and consolidating scientific library and information resources; introducing digital resources of the national documentary cultural heritage into scientific circulation; monitoring the state and development of scientific research in Ukraine.Item University Library at a New Stage of Social Communications Development. Lazaryan, 2019) Zvonareva, DaryaEN: Objective. The objective of the paper is to show the discovery service from the perspective of the library and user values as a means of access to information. Methods. The literature review on the subject of value approach to the library functioning is provided. In the paper were used data from the user experience study, statistical reports and anecdotal experience. The results show the issues of customization of discovery services functionalities and resources management required. The users’ evaluation of the discovery service as a tool for finding and retrieval of information is also given. Conclusions. Discovery services have special functions and are powerful tools for identifying the required information, which is placed in directories and databases, online libraries, and external full-text databases. The study found that finding relevant information was of paramount importance to users who highly appreciated the usefulness of this service for their research.Item Ways of Development of the National Electronic Scientific Information System as a Tool for Implementing the State Open Science Policy in Ukraine(Ukrainian State University of Science and Technologies, Dnipro, 2024) Zharinova, Alla H.; Zharinov, Serhii S.; Rybalko, Yaroslav V.ENG: Objective. Since 2020, Ukraine has been developing the National Electronic Scientific Information System (URIS). The creation and development of URIS were initially guided by a specific Concept, whose implementation timeline has now concluded. However, the Cabinet of Ministers of Ukraine mandated that work on URIS should continue. Consequently, there is a need to develop a new concept and identify the future directions for this scientific information system. Current research has emphasized the necessity of implementing the open science paradigm and highlighted the role of Current Research Information Systems (CRIS) in this process. There is a specific need to establish the development directions for URIS as a unique type of such system. The aim is to explore the prospective directions for the development of the National Electronic Scientific Information System "URIS," detailing the pathways for its growth and integrating new functions to fully implement the principles of open science in Ukraine. Methods. The study employed methods of theoretical generalization of normative and analytical data, as well as statistical and comparative analysis of the obtained scientific information. Results. The study identified seven directions with specific implementation paths: developing new functional modules for URIS, ensuring the comprehensive inclusion of priority information resources within URIS, providing Ukrainian scientists, research institutions, and higher education institutions with a digital tool, enabling ongoing communication with the scientific community and business representatives, identifying shortcomings in existing legal acts, creating conditions to overcome the dispersion of financial resources, accounting for losses in Ukrainian research infrastructure due to Russian military aggression. The URIS serves as a multifunctional platform for collecting, processing, and disseminating data related to scientific activities in Ukraine. Developed by the State Scientific and Technical Library of Ukraine, URIS aims to integrate and present aggregated data from various research institutions and universities, thereby enhancing the visibility of Ukrainian research on a global scale. This paper discusses the importance of URIS in supporting academic and research libraries, emphasizing the role of the library's experts in implementing the project. Conclusions. The development and improvement of URIS should lead to a significant reduction in the use of paper for various documents, offering interested individuals and organizations a wide range of digital tools for quick and continuous access to research data, information, and services related to the field of science. The full implementation of this project will enhance the visibility of Ukrainian scientists and research infrastructures both within Ukraine and for interested researchers and institutions in Europe and globally. Scope of Application of Research Results. The development of URIS will support the Ministry of Education and Science of Ukraine in fulfilling the national plan for open science and accelerating Ukraine's integration into the European Research Area. The successful implementation of URIS demonstrates the vital role of academic and research libraries in the digital age. The expertise of the State Scientific and Technical Library of Ukraine has been instrumental in advancing the goals of URIS, which aims to enhance the quality and visibility of Ukrainian research both nationally and internationally.
